Chelsea Receive £10m Fine and Suspended Transfer Ban After FA Rule Breaches
Chelsea have been fined £10 million ($13 million) and handed a suspended two-window transfer ban after admitting to 74 breaches of the Football Association’s regulations governing agents, intermediaries and third-party involvement in player transactions.
The sanctions follow a lengthy investigation into historical issues that the club reported to football authorities in 2022, shortly after the takeover by the ownership group led by Todd Boehly and Clearlake Capital.
An independent regulatory commission initially imposed a suspended six-point deduction alongside the financial penalty. However, Chelsea successfully appealed against the points sanction, with an appeal board replacing it with a suspended registration ban covering two consecutive transfer windows.
The transfer restriction will only be activated if Chelsea commit similar breaches before June 30, 2027.
The FA confirmed that Chelsea accepted responsibility for the violations before the original hearing. The governing body said the club’s appeal against the suspended points deduction was successful, but the alternative transfer sanction was introduced in its place.
“Chelsea FC admitted to the 74 breaches of FA Rule E1.2 prior to a hearing,” the FA said in a statement. “The Appeal Board allowed the appeal and set aside the suspended points deduction, replacing it with a registration ban for two complete and consecutive transfer windows, suspended until 30 June 2027.”
The FA added that investigations into potential individual misconduct linked to the case remain ongoing.
The £10 million fine will be allocated towards supporting grassroots football projects.
Chelsea said the matter marked the conclusion of regulatory proceedings involving the club, following previous settlements with the Premier League and UEFA over related issues.
“In 2022, the club self-reported potential historical rule breaches to all applicable regulators,” Chelsea said. “Since then, we have worked openly and transparently with regulators, including voluntarily providing thousands of documents.”
The club added that it was “pleased” the FA process had now concluded and that all regulatory matters concerning the organisation had been resolved.
